The Planning Board is a five-member board with a term length of three years. The members of the Planning Board are elected. The Town Planner supports the Planning Board.

The Planning Board performs long range, comprehensive plans; reviews development proposals from the planning stage to the road construction; and drafts local land use regulations. The Planning Board has recently developed an abutter's guide to the development review process to explain what the abutter to a proposed development can expect.

The specific types of review performed by the Planning Board are as follows:

  • Approval Not Required Plans - subdivision of land on existing or proposed roadways
  • Preliminary and Definitive Subdivision Plans - divisions of land creating new roads
  • Site Plans - plans of commercial or multi-family residential developments
  • Private/common driveway special permits
  • Open Space Commercial Development and other special permits
  • Scenic road proposals
  • Earth Removal requests
  • Accessory Apartment special permit
The Planning Board reviews all special permit requests submitted to the Board of Appeals and makes recommendations to the ZBA. The Board also makes recommendations for changes to the Zoning Bylaw based on the long-range plans or planning studies. Changes to the Zoning Bylaw require a 2/3rds-majority vote at town meeting to pass. The Board drafts regulations for plan review including: In 2002, the Planning Board adopted the Boxborough Master Plan, the town's first comprehensive plan that includes all of the components identified in the Massachusetts General Laws. The Master Plan contains a build-out analysis of the town which determines the population and number of houses when all land in town is developed. The Planning Board is currently working with a multi-board Master Plan Implementation Committee preparing zoning bylaw amendments and other proposals to implement the Master Plan.

Planning Board Fees have recently been revised.
